From 1 October 2026, UK right-to-work obligations will expand beyond employees to include contractors, subcontractors, agency workers, gig workers, and individuals engaged through third parties.
Businesses will face increased liability for illegal working and will need to carry out their own compliant right-to-work checks rather than relying solely on agencies or labour providers.
