David is a Managing Associate in the Public Sector team.

He advises a variety of public sector clients including NHS Foundation Trusts and Local Authorities on a wide range of matters, including:

  • PFI projects
  • Compliance with public procurement rules and procedures
  • Trading vehicle options
  • Commercial contracts
  • Contractual negotiations
  • Mergers and acquisitions within the health sector.

He also advises charities on issues such as governance, strategy and constitutional requirements.

Experience

David has advised various health sector organisations to assist with the management of their PFI schemes. This has included addressing operational issues and interpreting contractual terms, such as the rights of funders under collateral deeds, service failure provisions and dispute resolution procedures.

He has drafted contract documents such as terms and conditions for the supply of services and consultancy agreements and has assisted clients with the drafting of contract notices for publication in the Official Journal of the European Union.

David has assisted charities on compliance matters relating to obligations under company law and charitable regulators, which has included the drafting of documents for filing at Companies House and the Charities Commission.
