What’s new?
The Cabinet Office together with the Crown Commercial Service has launched consultations on the newly published utilities and concession contracts regulations.
The regulations implement the revised Utilities Directive and Concessions Directive which came into force in April 2014. Member states have two years to transpose the directives into national law and the aim is to bring these implementing regulations into effect by April 2016.
The format of both consultation documents is the same. They are divided into two parts; Part 1 sets out general instructions for responding and Part 2 seeks responses on various technical and drafting issues.
The consultations close on 18 September 2015.
Why is it important?
The consultation documents provide an opportunity for Contracting Authorities to have their say on the content and form of the draft regulations. Contracting Authorities and bidders need to be familiar with the content of these regulations and make their final preparations ahead of them coming into force in April 2016.
